The Federal State Health Institution "All-Russian Center of Emergency and Radiation Medicine" of EMERCOM of Russia (ARCERM of EMERCOM of Russia) was founded according to the Decree of the Government of the Russian Federation No. 352-r, being reorganized from the All-Russian Center of Ecology Medicine (ARCEM), which was established in 1992 in St. Petersburg according to the Decree of the State Committee for management of national economy No. 17 of September 12, 1991, Decree of the Presidium of the Supreme Council of the USSR No. 1805-1/1 of October 25, 1991 and the resolutions of the Executive Committees of the City and Oblast of 14 January/4 February 1991 No. 12/104/11.
The founders of ARCEM were the Government of the Russian Federation, EMERCOM of Russia (before 1994 — State Chernobyl Committee and State Committee for Emergency Situations), Ministry of Health (before 1996 — Ministry of health and medical industry and State Epidemiology Surveillance Committee), Ministry of Defense, St. Petersburg city government, Leningrad Oblast Government, The Union "Chernobyl".
In accordance with the Council of Ministers"/Russian Government resolution No. 2077-r of 19 November 1993 the Center was delegated the functions as the head organization for administering medical care to the participants of clean-up operation after Chernobyl nuclear disaster and those resettled from radioactively contaminated areas in Russia. The decree of the Ministry of health and medical industry No. 103 of 19 April 1995 the Center was given the status of the regional Center (15 administrative regions of the Russian Federation). In 1995 by the agreement with the Russian Government the Center became the World Health Organization collaborating center for treatment and rehabilitation of victims of nuclear and other disasters (resolution of the Ministry of health and medical industry of Russia No. 197 of 1995). ARCERM also has the function of coordination of the project "Liquidator" as a part of the international program "AIFEKA". It is also a member of the worldwide network of nuclear and radiation emergencies medical preparedness centers (REMPAN) as well as the participant of other international projects.
